Penden Cement Authority Limited is an ISO certified company that is primarily into Portland cement manufacturing. It was established in 1982 with the inauguration of the 300 tonnes per day plant. Over the years, the plant capacity has been upgraded to 1650 tonnes per day. With a total of 411 regular Bhutanese employees, the cement products are sold in Bhutan and the neighboring states of India as Penden Cement.

For eons, Penden Cement has always enjoyed the trust of its valuable customers mainly because our USP has always been quality-the most trusted brand since 1982. Though we are confronted with scarcity of quality limestone and increasing costs of raw materials, we strive to offer you with the best quality and price. Further, at PCAL we’re committed to delivering excellence and aim to achieve World-class in all our endeavors. We are also taking up several internal reforms and new initiatives so that Penden products will continue to resonate with you in and outside your homes for centuries together. 

We’re happy to inform you that by the end of 2020, we will be launching Penden AAC Eco-block which is expected to transform your homes and buildings with advanced construction material which is not only environmentally friendly but also has several technical and economic benefits. Beginning of the year, we also launched Penden eCare which was initiated so that we can play our best part in the community in terms of environmental care. We are proud to share about some of it on this website.
